Alhambra Councilwoman Barbara Messina and her husband, Michael, may be fined $14,000 by the Fair Political Practices Commission (FPPC) for violating several elements of the Politcal Reform Act. The actions occurred in 2006 when they sent out a mass mailing against council opponent Dan Arguello accusing him of having ties to the gaming industries and supporitng a casino to be located in the city. The FPPC investigation concluded that Messina's campaign committee violated state election laws for failing to identify her campaign committee as the source of th emailer. The FPPC staff report listed violations on five counts. Final decision on the fine will be made by the Commission at its meeting scheduled on Thursday, October 14. Details of the investigation in a staff report are available in the FPPC Agenda at the agency's website, www.fppc.ca.gov. A copy of the staff exhibit is attached here.
