San Gabriel has hired Angelica Frausto-Lupo as the new economic development manager- a move that could result in many other local cities hiring professionals to bring new business to their municipalities.
Most cities eliminated people dedicated to economic development when the state legislature eliminated redevelopment agencies that were funded with tax increment dollars. With the upswing in the economy and increased investment coming from China, economic development efforts may increase at local cities.
Frausto-Lupo has 15 years of experience as an economic development professional. In San Gabriel, she will work on a variety of projects, including soliciting new businesses and working to retain the businesses already in the city. She will start work on June 1.
“We are thrilled to fill the position of economic development manager,” Community Development Director Arminé Chaparyan said. “Angelica was selected through a competitive application and interview process because of her unique skill sets related to business attraction, retention, marketing, ongoing outreach in the community and strategic planning for future economic development endeavors.”
Frausto-Lupo comes to San Gabriel from the City of Whittier Community Development Department, where she served as the business development manager for nine years. During her time in Whittier, Frausto-Lupo developed and implemented a local economic stimulus and business assistance program that earned the city the “Most Business Friendly City” award from the Los Angeles County Economic Development Corporation in 2012.
Frausto-Lupo has also worked as the community resources coordinator for the City of Burbank Community Development Department and enterprise zone manager for the City of Pasadena Planning and Development Department.
